Elements 13 won't load?

All of a sudden when I click on the PS elements icon if freezes and won't load.  I tried uninstalling it and the same thing happens.  I even tried reinstalling from the CD and when I click the "install" button it doesn't do anything.

I'm running Mac OS Sierra 10.12.6

Has anyone else experienced this?
