Elements 14.1 stops during startup

I have used Elements successfully for several years. I am using Windows 10 64 bit version and now probably after recent updates the Element stops during the startup phase "Reading Workspaces Modes". Reinstallation do not help. Solutions?

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.
