Elements 14 cannot validate license number

I have PS Elements 14. I uninstalled it and reinstalled on my Lenovo laptop running Windows 14. When I reinstall, I get the message "We are unable to validate this serial number for Photoshop elements 14. Please contact customer support". Customer Support is unable help since this version is off maintenance. Is there anyway to get this version up and running again?
