Elements 14 - error message-Online services...

I have been using elements 14 with no problem for over a year, (maybe more!). Just recently, in the last couple of weeks I have started getting a message saying,

"Online Services could not be initialized. Please re-install. Press OK to continue without Online Services." when I open the application.

I have tried to re-install but get other error messages, which include:

1. "We've encountered the following issues: Installer has detected that a machine restart may be pending. It is recommended that you quit the installer, restart your machine and try installing again"

2. "We've encountered the following issues: Installer failed to initialize. Please download Adobe Support Adviser to detect the problem"

I have tried the restart, re-install option, it does not work, just gives the same error.

I tried to download the Adobe Support Adviser, and find that it does not exist.

I contacted Adobe online chat help. The person I 'chatted' with was no help at all.

I then tried to upgrade from elements 14 to elements 18, this appears to be a mystical process available to people with prescient capability. For us normal folk,it seems that it does not exist.

I am in need of help and would appreciate any input regarding how to either proceed with the reinstall of Elements 14 or upgrade to Elements 18.
