Elements 14 Photo Editor will NOT open

I've had Elements 14 for a few years and use it weekly.  Either my Windows 10 or Dell system did an update and now Elements 14 Photo Editor will not open.  It acts like it wants to open as it goes through the steps but then just stops.  No error messages.  I've also tried opening the photo editor only from the program folder and it does the same thing.  I've uninstalled and reinstalled numerous times with the same results.  VERY Frustrated!  Even called Adobe and after waiting for 30 minutes, they tell me they can't help me over the phone because it's not the 2018 version!  Any idea what else I can try?  What about an alternative program to Adobe?

Adobe photoshop elements

The registry edit solution works for PSE14 as well.

The Registry edit didn't work for me - Looking in Task Manager, I found that the photo editor was showing as running - ended the task and voila it opens. Found this works in Windows 11 too.

A bit of a workaround but it saves having to buy a new program

Thanks for your suggestion. Unfortunately it did not work. Tried a few
other things like enabling other process which had been stopped to no
avail. Reckon PC needs a reinstallation of Windows as there are some
processes which freeze the system and need a cold boot to restart.
