Elements 14 will not launch on my new laptop [MacBook Pro running Monterey]

I just want to know do I need to buy phortoshop again? I already purchased elements 14  on my previous MacBook Pro. I have since just upgraded to a new 2021 MacBook Pro running macOS Monterey 12.3. I used the merging feature to get everything off my old Mac to the new one. I opened the photoshop app and was able to edit one photo on my new system! I was very excited! I went back to use the app the next day, and it will not launch. 

 

I just want to know, will I have to start from scratch? Do I have to purchace the new elements app all over again?

Yes, you will need to purchase the latest version.   Your files you created are safe.
You will have to manually reisntall any custom things like brushes or actions that you added to yourearlier version.
Elements 14 had a bunch of 32 bit componets that apple now says "no no no" to.  It killed off support for 32 bit programs.
