Elements 15 Float in all windows, file placement workspace

I have Window>Images>Float in all windows selected

Layout set to Float in all windows

I open a file and this is what happens;

When this happens I click 'layout' again, select 'float in all windows' and it displays properly, but when I close Elements, then open another file, it reverts back to the example above.

If I have the image expanded, then click to minimize, the image goes right back to the upper left corner.

It doesn't matter how I open the file; either directly from my hard drive, or Picasa, for example.

I use Windows 10 and everything is up to date, including display adapters.

I uninstalled Elements, reinstalled hoping that would resolve this issue, but it didn't.

Any help, or suggestions would be welcome!

This seems to be a problem created by recent window update. There is a link to another forum in my thread.
