elements 15 unable to open following reboot

i have installed elements 15 which works fine upon install, however when i reboot ar restart the laptop, i the get an error saying the file cannot be found or i do not have permissions. i have tried to access the exe directly and also disbled antivirus but no good

note that if i run the installer package it the works fine again (until i restart the machine again

Hi,

Apologies for this inconvenience.

I would request you to kindly uninstall the application using Use the Creative Cloud Cleaner Tool to solve installation problems .

Then install it afresh. I would suggest you downloading the installer for PSE 15 from Download Photoshop Elements | 15, 14, 13, 12, 11, 10 as per your OS. Use the same serial number that you already have for activation.

Unfortunately that did not work. Once installed, I could open it correctly but following a restart I get the same message again. Please advise next steps as I can't continue with this every time I want to use it.
