Elements 15 won't open jpgs downloaded from iPhone iOS 11

I started getting the following error dialogue when trying to open images taken with my iPhone 7:

"Could not complete your request because an unknown or invalid JPEG marker type is found."

A Google search revealed this to be be an issue with iOS 11 (just intalled), so I followed the suggested steps in my iPhone settings to try to fix it (Settings > Camera > Formats > Most Compatible) but this didn't resolve it. Instead, I now get a different error dialogue:

"Could not complete your request because the file specifies an unsupported JPEG precision."

So basically I'm unable to open any photos or screenshots from my iPhone in Photoshop Elements.

Anyone else having this problem?

I've tried opening images in Paint and re-saving them as normal jpegs, which works (i.e. can now open in Elements), but seems to have an adverse effect on image quality (and is time consuming).
