Elements 15 won't reopen in Windows 10

If I open Elements once and close it, then it won't reopen.  I have to open Task Manager, find Photoshop Elements 15 Editor, click on it then click on
end Task and then I can reopen it.  How can I force Elements to completely close after I exit so I don't have to go through Task Manager all the time.  Yes I've tried uninstalling and reinstalling it.  Running Windows 10  with all The latest updates.

    I also want to add my name on the list having the same problem using Windows 10 1909 and Photoshop Elements 2020. Opened a discussion under

    and so far I have not gotten any helpful comments on how to resolve the issue.

    I have this exact problem after the Windows April update (1803).

    Hi,

    Does this happen if you don't open any image?

    Which Anti-virus software are you running?

    Yes, it happens even if I don't open any image.  Running Defender.

    Hi,

    Do you start the editor via the welcome screen or from the organizer?

    Have you tried creating a shortcut directly to the editor?

    -Use Windows file explorer to go to the folder C:\Program Files\Adobe\Photoshop Elements 15

    -Look for file PhotoshopElementsEditor.exe

    -Right click on the file and pin it to the taskbar or star screen

    Try loading it directly
