Elements 18/Win 10 Home - Incompatible display driver error

I have a neighbor who is having trouble loading Adobe Photoshop Elements 18 on his Dell Inspiron 15 (5559) laptop.  I have reviewed the system requirements and it seems that he shouldn't be having any trouble.

Error message says:

We have detected an incompatible display driver. To get a better and faster playback performance, please update your display driver.

The Graphics card is an Intel HD Graphics 520 and it does have the latest and greatest updates for the driver.  Version: 23.20.16.4973 dated 2/20/2018

The rest of the computer stats are as follows:

Windows 10 Home 64-bit (10.0 build 17134)

Processor: Intel Core i5-6200U CPU @ 2.30GHz (4CPUs) ~2.4GHz

Memory: 8GB RAM

DirectX version: 12

Any ideas as to how to get him up and running? I'm hoping he doesn't need to get a new laptop with more umph.
