Elements 2018 - Photo downloader not working

Hi,

Recently purchased and installed Photoshop Elements 2018 on a new computer running Windows 10 (Norwegian Language). In the elements organizer, the photo downloader will not work, it is complaining about some missing plug-in modules (Picture below).

workaround:

If I install the older version Elements 14 in parallell on the same computer. Then photo downloader in Elements 2018  suddenly works ok. I notice that when Elements 14 is installed all menus in the photo downloader is in English. However, if I later uninstall Elemtens 14, then all menus in the photo downloader changes to back to Norwegian, and it stops working again. Searching on the internet there seems to be other people having same problems. I guess there must be a bug in Elements 2018 organizer when running on Windows 10 with Norwegian language. 

Is there another fix for this problem?

(I do not want Elements 14 to be installed in addition to Elements 2018)
