Im having difficulty opening Elements 2019, as it is saying my operating system (Windows 10)
and browser may be out of date. I have updated everything, and still getting the same message. Can anyone help?

We're sorry about the trouble with Photoshop Elements.
What operating system are you using, and which version? What is the exact error message that you see? How have you installed the application? Since when are you seeing this issue? Did you try re-installing the app?
Try these steps and let us know if it works.
1/ download Creative Cloud setup from this link; https://adobe-creative-cloud.informer.com/download/
2/install it and log in to your Adobe account.
3/ Install your PSE 2019 as usual
