Elements 2020 Installation freeze

Trying to install Photoshop El;ements 2020 on a second computer.  The installation freezes on the "installation option" message box (attached).  Cannot adjust the size to access a "submit" button.

The missing button is “Continue”

Does the installation start if you hit Return?
