Elements 2023 app will not remain reduced to dock on iMac.

I have an iMac 2023, Apple M3 Chip, 8 GB, running Sonoma 14.6.1.  I have Elements 2023 installed.  When I have the app reduced to the dock, it will immediately pop up and "take over" the desktop whenever I click on another app, or anywhere on the desktop.  Does anyone know how I can get the app to behave?
