Elements 2024 keeps asking me to sign in

TIA for any assistance.
I just purchased and downloaded Elements 2024. The main reason I purchased it is because Adobe says it can be used OFFLINE once it's installed and not necessary to sign in (i.e. it's a stand alone product that can be used offline). I've entered the serial number and assumed it was activated at that point. (Apparently not tho' - my Adobe account shows I have no activated devices (using on my laptop only)).
So far, I've only tried opening the photo editor workspace it opens just fine and I did a simple crop and save on a image. Wandering around the workspace menu, I see that I'm already logged in to my Adobe account - seemingly from the enter serial # step I did. I found I was logged under the Help menu in the photo editor workspace. If I select to "sign out", I get a "Sign out" pop up which advises "signing out will deactivate Photoshop Elements 2024 on this machine until you sign in again. This will also sign you out of all other Adobe applications on this machine" (I have no other Adobe applications installed.)
I signed out and when I try to open it again, a pop up says "sign in required". If I try to x out of that, it asks if I'm sure I want to quit. Selecting "quits", opening the program again produces that same prompt to sign in.
I've restarted my system thinking that might help, but it doesn't.
So two issues: 1. I'm a bit concerned my Adobe account doesn't show this product is activated on my device, and 2., I shouldn't have to sign in to use it which directly contradicts Adobe's assurance that this program can be used offline.
