Elements 8 Can't connect to Adobe Server (Deactivation)

Hello!

I have tried to deactivate PSE8 from a Win 10 PC after installing the Creative Suite 4 instead. The goal was to use PSE8 on a different PC later on.

However, when deactivating, the program can't connect to the licensing service. I already gave all the processes involved an exception to the windows firewall (the only one in place) and even turned it off entirely, still no connection.

I can access other websites through my browser and it doesn't seem like adobe's webservers are down, so I don't know whats the problem. Is PSE8 still supported with a licensing service?
