Elements 8 error code 150:30

I just transferred all data from an iMac to a laptop.  When i tried to access photoshop elements i got an error message 150:30 and a statement that there was a licensing issue.  A phone call resulted in leading me to forum to find out how to fix this and get it working on new computer.
