Elements 9 not working properly after Windows 10 Creator upgrade

After Windows 10 Creator was upgraded Elements 9 stop working correctly.  The side tools on the left side will not right click to activate the sub tools, click on the FILE

and it shows a FOLDER icon instead of list of files, and after opening a picture file and try to edit it it freeze up.  Had to use Windows TASK Manager to end the program.

I uninstalled and reinstalled Elements 9 and same problem.

Stop all SERVICES in Windows and same problem.

Ran in SAFE Mode in Windows and same problem.

Ran System File Checker in Windows and found no missing or corrupted files.

Reloaded the Fonts (as suggested by a user) and same problem.

Adobe stated old programs (elements 9) with new Windows 10 operating system is the problem with Microsoft and not with Adobe.

My PC is a 64 bit processor will Elements 15 work properly in Windows 10?
