Elements on iOS 11
I own PS Elements 15 and use it on my Mac. I'm considering purchasing a new iPad with it's new iOS and pen. What would I need to pay to be able to use Elements on the iPad?

Photoshop Elements is a desktop application which requires a desktop operating system such as macOS High Sierra. See Photoshop Elements system requirements
Photoshop Elements will not install or run on iPads which can only run the iOS mobile operating system and also don't have the hardware power required to run desktop apps.
Adobe offers separate mobile apps for the iPad

You could try something like Photoshop Express for iPad but it won't have the full feature set offered by Photoshop Elements.
