Sorry, but I don't understand your question.  Tif and psd files can both be tagged in the Organizer.

Do you have a scanned tiff with multiple photos in it and you want to separate them so they can be tagged individually?  If so, you can open the scanned file in the Editor and use the Image>Divide Scanned Photos command to separate the photos.   If that isn't what you are trying to do, we need more details from you.
