Elements Organizer Audio Hardware Settings/Issues

Ever since I've installed the 2018 version of Adobe Photoshop Elements and Premier Elements, I have had problems with all of my sound and video files using Elements Organizer.   They play, but are very "jumpy" and do not sound/play smooth at all.  All of these files (mp3, avi, mov, etc.) have worked with prior versions of Adobe Elements Organizer AND with ALL other media products (like Quicktime, Media Player, etc.)....On another note, I recently got into Adobe Premier Elements and imported one of these files.  I was able to correct the "jumpiness" by going into the "Audio Hardware" settings (within Adobe Premier Elements) and make some adjustments.  I set the Device Class to MME, Default Input to "no input" and the Default Output to my speakers.   So my question is:

How can I adjust the Audio Hardware settings within Elements Organizer?

I believe that this will solve my issues. Please help!
