Elements Organizer is freezing, wrong error message

I use Elements since years. Now, with Elements 19 appeared (after the latest update of windows?)  the error message

“We have detected an incompatible display driver. To get a better and faster playback performance, please update your display driver.”

I updated the driver, windows reportet, that I already would have the latest and best driver.

I changed the graphics Card (from “HD4850 PCI-E 512 MB DDR3TV-OUT 2DVI” to “NVIDIA Geoforce GTX 1050 Ti”). The error message stayed und the Organizer of Photoshop Elements is freezing for a long time, specially when I try to open a *.mov-file (video of iphones). It seems, Elements is working hard, but the task Manager don´t show big action.

What can I do?
