Elements Organizer Photo Count Differs from iPhone

I have >1000 photos on my iPhone. However, when I try to download/import them using PSE Organizer (Version 2018), PSE is only reporting there to be 524 photos. I checked my iPhone using Windows Explorer and see that the larger number is accurate. Why is there a discrepancy? Any suggestions on how to align them? I don't want to inadvertently miss some photos and then have them deleted.
