Elements V18 Download to new computer

My most recent purchase is PSE purchased in Oct 2019, V 18.
I tried to download Elements v 18 to my new laptop, but I've loaded it on too many computers. I have two computers I use now, both laptops.  PSE is loaded on one but the newer one doesn't allow it. These are the only two I use and I understand I can't use them at the same time.
How do I get the most recent one working,

See this post by an Adobe employee.  It provides the most comprehensive information available for users in your situation.  If you have the program loaded on a computer that is no longer available to deactivate, you may be out-of-luck.    I am still trying to determine under what circumstances the offline activation process will work.  You may want to give this Helpx article a shot first.

If you have it loaded on a computer that you no longer use, you need to deactivate it on that computer.
