Assume you're running Catalina, Big Sur or Monterey?

Elements 14 cannot be installed on those operating systems. Even Elements 2022 (the current version which has superseded 2021) is not officially supported on Monterey.

Download and install Photoshop Elements (adobe.com)

Look this over. If you continue to be unable to reinstall your old version of PSE, try the 30-day free trial of the software on your machine.
