Elements19 worked once and then not. Can't even uninstall

Download of Elements 19 went smoothly using my Microsoft Windows 10

Used the Editor once to play with one image. And it worked fine.

Now, Organizer will work but not Editor.

I tried to uninstall but be get a message that says : "Uninstallation Conflict Please save your work and close the following programs for all logged in Users , then click continue: Photoshop Elements 2019 (Error Code 131)"

Well it was not open. I went to Task Manager to confirm and it is not open.

Hitting Continue brings up the same error message. 

Restarted computer. Same result as above

I can't use the program nor can I uninstall!! I am trapped;)
