Error 1114: when trying to run adjust facial features in PSE 15

I was trying to use the new smile adjust feature of PSE 15, but I am not able to. Every time I click on the Adjust Facial Features option under the Enhance menu I get an error and PSE freezes up and become unresponsive,

The error is 1114: DLL initialization routine failed.

I am running:

Window 10

Intel graphics card

I saw this error under another post for an Organizer issue I believe. The solution was to change the graphics performance from optimize. However I can nor find that on my system except for a 3D graphics mode, where I changed it from Application Optimal Mode; this had no effect on the PSE error.
