Error Installing Phtotoshop elements 2020

Windows 11 Download and install Photoshop Elements keeps interrupting with the following error message ‘No Network connection’ even though there is internet connection.

 

Error log as follows

Note: I have a registration and have stepped through the registration/logon and downloaded the .exe first. It after this that it begins install and then shows a network connection error???
