After recently getting over problems with 2026 update i now find i am getting a problem with error number 24 popping up. Can anyone please help?

Elements 2026 as been installed twice by Adobe support agent.
On both occasions I have been faced with "Creative Cloud" hard selling which I have turned down.

Each time after speaking to the agent the following day Elements refused to open although before leaving the site it was working.
Yesterday I went through same procedure after speaking to the agent to open Elements
Attempt one error: code 24, later my second attempt; code131,tried again the site went down.

Today the organizer works ok, photo editor will not open.
I was hoping Adobe would make contact

Can anyone provide me with a genuine e - email address of Adobe to discover why I can't get Elements 2026 installed on this new computer
