Error: "The data area passed to a system call is too small"

I purchased and installed Photoshop Elements 15 from the Microsoft Store on windows 10 Pro.

The installation went smooth but when I try to start the app I get the following error:

"The data area passed to a system call is too small"

I already removed and reinstalled the app but still get the same error message.

Windows 10 Pro version : Insider Preview 16275.

Elements 15 installation folder: c:\Program Files\WindowsApps\AdobeSystemsIncorporated.AdoboPhotoshopElements15_1/38.0.0_x64__ynb6jyjzte8ga
