Export option is not available?

I want to export my individual layers into separate jpg files but when I click file the export option is unavailable? How do I activate the option?

This feature only exists in the full Photoshop, not in Elements. You can manually create files from your layers but othewise, my advice is to download the very affordable add-on Elements+ which offers numerous scripts to recover Photoshop features like 'exporting layers to files'.
