Export problem, only one layer appears in the exported file.

When I export a TIF from Photoshop Elements, it appears that only one layer is being exported.  I have tried flattening the file, I have tried merging all of the layers, and I have tried both of those two options together, but the exported TIF file only shows one of the layers when viewed in various file viewing programs.  I have tried using the "Save as a Copy" option with the "Layers" check-block unchecked, but that doesn't work either.  I would appreciate any help at all.  Thank you.

    Windows 10.
    Photoshop Elements 16.0 x64.
    In each case I am starting with a multi-layered PSD file, when I try to export a flattened TIF file for distribution, I either get a random, single layer, or a completely black image.
    I looked in the Preferences and I did not see any problems, I reset them anyway, but I still have the same problem.
    It has never worked correctly for me in this version of the program.

    Try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

    More details might help:  Win or mac, version, PSE version ?

    - did it work before?

    - is it the same for any multilayers tiff?

    - Would it be the same if you exported as .PSD?

    - Did you try to reset your preferences?
