 Is there a way I can export Tags from elements to another program ?

The general way to export to other organizing softwares is to use the the option to 'write metadata to tags' in the organizer (shortcut Ctrl W).

Most other program can read the metadata.

Special case: Lightroom Classic. It can convert Organizer catalogs to its own catalog format, keeping not only tags and captions, but also albums, version sets and stacks.
