External drive storage and Organizer function

I am running Elements on my Surface Pro and it works great.  I have all my photos stored on a 2T external hard drive.  It is not problem importing a photo, working on it and storing back to the drive.

I would like to use the Organizer function of Elements, however.  It seems to want to import all the photos onto the Surface.  There is limited hard-disk space and I do not want to do this.  Is there a way to use the Organizer for the photos on the external hard drive?
