Face not recognized for open closed eyes

I have a photo with two people; only one is recognized with the circle. The face is lined up straight. There doesn't seem to be any difference except the beard. PSE 2023 on Windows 10. Any suggestions?

I have tried several edits on your photo and cannot get the face to be recognized for the Open Closed Eyes dialog. If you go to the Perfect Face Guided Edit, the face will be recognized for all other adjustments other than Open Closed Eyes.

So I don't have any other suggestions other than to open closed eyes the old-fashioned way, using the Clone Stamp Tool something like this:

Thanks so much for trying to make it work. I watched a YouTube video about
how to make a layer to do that. I'm a real novice but I'm going to try to
do manually. Sadly, this was the last picture my sil has of his dad before
he died. Thanks again for your response.
