Failed attempts to upgrade to PS Elements

On Jun 27 I sent this message to online chat, "I was asking if there is a discount for previous users (PSE 2018, 2020) or military discount? Single use, Mac." I have received 12 return message to tell me I can get the discounted program at $59.99 but it is being processed and to stand by? There most be a simple way to do this than waiting a few weeks to get the program.

I sent the asked for information and received this answer, "Will get back to you in 3 or 4 days and proceed with the order."

I am wondering if this is ligit.
