costant failer to update version 13

update 13-1 dowland but hangs and fails on 13% download raw update as advised br help center but did not fix problem using win 10 pro plenty of space and ram not an issue

any help or

free up grade may be required

Sorry that you cannot update Photoshop Elements version 13 to 13.1 as it keeps failing to update at 13%.
