Fall creator's update: Photoshop Elements 14 dragging canvas instead of drawing

The Microsoft's Fall Creator's update was recently forced out on my laptop. I already had to uninstall it once because it caused so many issues with my Intuos tablet and PS14, but it looks like that's not an option this time around.

I managed to fix a few issues, but I've run into another one: when i try to use the brush tool in Photoshop Elements 14, it drags the canvas around instead of drawing. The icon doesn't change to the typical 'hand' icon or anything else indicating Photoshop is getting the signal to drag; the brush just pulls the canvas around. This wasn't an issue before the update, and I've tried a few other (free) programs that interact with my tablet the same way PS14 should, and they're all working normally, so it doesn't appear to be an issue with my pen. In fact, when I use the shortcut to drag the canvas, the correct hand icon shows up and it operates normally.

Things I've tried:

Uninstalling/reinstalling tablet driver & restarting

Uninstalling/reinstalling Photoshop and restarting

Uninstalling/reinstalling C++ (to fix an entirely different issue)

Turned 'Press and Hold to right click' off (thankfully)

Pressing the 'drag canvas' shortcut button, just to see what would happen

Double, triple, and quadruple checking that yes, I do actually have the brush tool selected

Restoring default tablet settings

Turning off all button shortcuts for the Intuos.

This is only happening with Photoshop. I'm stumped at this point, and Photoshop is my primary program, so having to abandon it would be a bummer, but that's what I'm on the verge of. Any ideas/suggestions would be welcome.

Hi,

Does this only happen when using the tablet/pen or will it happen if you use the mouse?

You have tried most things but did you try resetting the tools?

You have the option to reset the current tools or all tools.

This only happens when using the tablet. I have tried two different Intuos tablets at this point, uninstalling and reinstalling the drivers for each, and both are having the same problem. My mouse works correctly. 

I tried resetting the tools, current first and then all tools. Unfortunately, the tablet is still dragging instead of drawing.

Hi,

After doing some tests, I have found that my PSE 14 acts the same way as yours. I did find that by pressing the right button on the pen, I could draw as normal.

The problem also exists in PSE 13

The problem does not occur with PSE 15 or PSE 2018.

I think that the Windows fall update added the Windows Ink Workspace so this may have upset things and Adobe made changes to cope with it. Unfortunately, they are unlikely to produce an update for the older versions.

If you decide to update, I suggest you download the trial version and test it before buying. The trial version can always be converted when you buy the new version by simply giving the new key
