File locked, cannot save files - HELP PLEASE

I ran Photoshop Elements 2.0 for many years with no issue. Recently my hard drive crashed and I had to replace it. I reinstalled Elements and it will no longer allow me to save files, either new ones or old ones. The Adobe error message says something like: "Cannot save file....... because the file is locked. Unlock files in Windows Explorer in Properties." I cannot find Windows Explorer and don't undertand how a brand new file I've just created can be  can be locked. Customer support said they could not help and to check the Forum. HELP PLEASE!!!!
