Filter Gallery in Photshop CC is greyed out

I need to access the Artistic Effects filters but my Filter Gallery is grayed out in the filters drop down. I already checked the box to show all gallery filters in my preferences and restarted the app. Still not showing. Any advice?

Make sure the Image Mode is 8 Bits/Channel and RGB Color.
