For Adobe Team: oil paint filter?

Hello, 
I wonder if is possible to have a real  oil paint filter for photoshop elements, as I'm trying to studing many tutorials but this is the 'oil filter' of elements:

Could you kindly help us to us who have Photoshop Elements to be able to use an Oil Filter? (after all we can find actions with oil paint effects, so why we have to purchase from others, instead not include the oil filter (with possibility to adjust it paints ) directly on photoshop elements? 
many would appreciate it.... I can't go on to continue my tutorials studies..

And I have all my dreams to stop...
