Foto and Video files placed in OneDrive cloud, catalogs placed in local position. Restore to new PC

Organizer 2021 on window 10. I have memorized my images fotos and videos in: OneDrive Personal\Images\...  Instead,  my catalogos are visible to all users in :

C:\ProgramData\Adobe\Elements Organazer\Catalogs\ ……. 

What I have to do in order to change:   a) PC  from 4th generation to 6th  and more,   b) Operative System from Widows 10 to 11,  c)  PRE and PSE elements fron 2021 to 2024 version?  my actual  PC is Asus N750Jv,    Intel(R) Core(TM) i7-4700HQ CPU,  RAM  16GB,  NVIDIA  GeForce 750, Windows 10 22H2,  64 bit.
