Foto editor Photoelements 19 don't startup

I have install photoshop elements 19 and the install process seems to be good.

I get the startscreen on the windows 10 computer, but when I click on the photoeditor the editor don't start up.

I see the mesaage:

load the editor workspace of Adobe photoshop elements

but after a while the message closes and then nothing happens.

I can click again but still the same happens.

I have reinstall the version a few times without results.

I have on my computer the Photo elements version 14 and that is working ok.

How can I get version 19 working???
