The easiest way would be to backup and restore the full catalog from the old computer.  Restoring the backup, use the restore file to Original Location option.  See this help document for more details.  If the files are really in the same file path on each computer, it will probably be a quick process because the restoration will not overwrite files that are already in the correct location.  However, although you may think the files are in the same folder location, they may not be.  For example, if you moved the Windows system folder Pictures to a second (internal or external) drive D, the folder will in fact be something like:

D:\Users\[USER NAME]\Pictures\yyyy\

When changing computers, particularly if you have upgraded from Win 10 to Win 11, the account user name may be different.

In any event, if you don’t want to do that, then try using the File>Reconnect>All Missing Files. . . command.  It may take a while but if the files are in the exact folder structure as the old computer, the process should complete automatically.  If it is taking too long, you can use the Browse command to point the reconnect dialog to the correct folder.  Once one file in a folder is reconnected, usually all others in the same folder will also be connected without further action.

You might (might not) want to deactivate PSE 2023 on your old computer when you’re through with it.  Don’t forget.  

Help menu > Sign Out

Just select  the top level folder that contains the photos- really no reason to do each individual image.
