Free Upgrade Criteria

Question

I have just opened a support call and was advised I am not eligible for a free upgrade. I purchased Adobe Photoshop and Premier Elements on August 13th 2017 and 2018 was released early October. I am advised I am not eligible but the support representative was not able to advise why not!

Less than 2 months after purchase and with a new version available I cannot upgrade - this seems ridiculous!.

Any insights into what the criteria are?

The policy in the past has been that you have to have purchased the previous version less that 30 days prior to the release of the newest version.

Adobe has for the last several years release the new versions in late Sept. or early Oct.
