Fuzzy text in Adobe PS 2020

I cannot figure out why my text is fuzzy....it's super frustrating!  I change the dpi in resizing, but when I go to print, it gets resized back to 72 dpi.  Is there a default setting as to why this is happening?  I would appreciate any help!

dpi = dots per inch, which is controlled by your printer

ppi = pixels per inch, which is a resolution value, and can be adjusted in PSE.

When you go to Image>resize>image size, in the dialog that opens, enter a value for H & W, and a value in the resolution field in px/in' For printing, the rule of thumb is 240-300px/in range. For web work, 72 px/in is ok. Check "Constrain  Proportions & Resample."

You don't state the type of printer that you are using, but look in the printer properties to see if you can adjust dpi.

As to the fuzzy text, make sure that the layer opacity is 100% for the text layer. Also consider using a blocky font.

Your text can get blocky if you manually resize the text block - streatching the text block from one of the control points.
