Generator error PS Elements 16

When PSE has almost finished loading, a window pops up saying, "There is a problem with Generator. Please quit Photoshop and try again. If problems persists, remove any third party plug-ins or try reinstalling Photoshop."

All appropriate 3rd party plug-ins have been removed.

Question---How do I resolve this issue?
