Geotagging stopped working on PSE19; using Macbook.

I have been using Photoshop Elements foer many years and have a chain of upgrades going back to 2005. The most recent upgrade I made was to Photoshop Elements 2019 which I bought a full version of Amazon on August 21, 2019. It worked well for me up to now. I tried to update some photos in my library I took in the past few months and notice the location tags (geotagging) no longer supports new entries. I can only tag photos using old place names, but cann create any new ones. All other aspects of PSE19 work fine for me.

Can you please tell me why PSE19 no longer supports geotagging? Is it a compatibility problem with Mac OS Monterey (I run v12.1)? I would like to get geotagging working again and not have to pay another $80-100 for a upgrade to 2022. Thank you.
