Getting error code 150:30 when I try to open Photoshop Elements 8 on a new laptop

Getting error code 150:30 when I try to open Photoshop Elements 8 on a new laptop I've moved to. I uninstalled Photoshop off old laptop and reinstalled to new laptop from original disk with license number.
